According to ge.globo, Tottenham's offer did not meet the expectations of Atletico Paranaense, who are looking to secure a fee of €30 million for Dias.
Despite this initial setback, Spurs' interest remains strong. They have already sent representatives to watch the defender in action and, as reported, are planning to return with an improved offer.
Considered one of the most promising Brazilian footballers of his generation, the 19-year-old has made 11 appearances for Brazil's under-20 team and was part of the squad that won the South American Youth Championship.
The coaching staff of the senior Brazil national team are also keeping tabs on the player. Sources suggest that Carlo Ancelotti has received positive feedback on Dias, prompting the coaching team to seek further details about him.
