The transfer form is used when parties have reached a principal agreement but can't finalise all legal details before the deadline. Essentially, this document allows negotiations to carry on into extra time.
Clubs are allowed to submit this form to the Premier League office between 21:00 and 23:00. It includes the player’s name, the names of both clubs, and the basic financial terms of the deal. Once the form is approved, teams are given an additional two hours to send the complete documentation.
Due to the specifics of the night checks on paperwork, official announcements regarding many high-profile deals will only surface the following morning. A notable example from last year was Manchester City's announcement about goalkeeper Gianluigi Donnarumma’s transfer from PSG, which came only the next morning after the window closed.
