The proposals from Burnley did not meet the valuation set by Portland Timbers, which is why the club has not yet agreed to let the 22-year-old player leave.

However, Burnley are not the only club interested in Surman. Sky Sports reports that several European teams, including representatives from the top five leagues, have also shown interest in the defender.

The situation is further complicated by Surman's current contract. He is tied to the club for another four months, but Portland Timbers hold an option to extend his deal by an additional year.

As it stands, Burnley have yet to negotiate a transfer for the defender, and there is no information regarding the preparation of a third bid as of now.
