Why Garbiel cannot just move to another team yet

Age is a crucial factor in this context.

Garbiel turns 16 next month and, until then, he cannot sign a scholarship contract with another club.

Furthermore, Premier League rules dictate that to deregister an academy player, consent from the club, the player, and his parents is required, or a mandatory league decision must be made.
