Clubs are already signing players for 2028: 11 agreed deals

Premier League clubs are becoming increasingly proactive, securing transfers for young talents long before they can arrive in England. Arsenal, Chelsea, Liverpool, Manchester City, Newcastle, and Nottingham Forest have already finalised several deals for 2027 and 2028.

1. Victor Ojiannwuna — Shamrock Rovers → Arsenal, £1.73 million, January 2027. Arsenal has pre-agreed a move for the versatile attacking player, who will be able to join once he turns 18. He will sign a four-and-a-half-year deal, with potential bonuses that could double the initial fee.
2. Jillian N'Ghesan — Saint-Etienne → Liverpool, £4.3 million, January 2027. The forward starred in the symbolic team of Euro 2025 for U17 players. He will spend the first half of this season on loan at Brest, with the official move to Liverpool taking place in January. The Reds can choose whether to keep him in France or send him out on another loan.
3. Michael Noonan — Shamrock Rovers → Nottingham Forest, free agent, January 2027. Noonan was previously sought after by Manchester United, Manchester City, Ajax, Celtic, and Benfica, but now Forest will benefit from his services after his contract expires, paying around €170,000 as compensation for his training.
4. Honest Ahanor — Atalanta → Chelsea, £40 million, July 2027. Chelsea has confirmed that the defender will officially become a club player in 2027, but he will spend the season on loan at Crystal Palace.
5. Johan Martinez — Independiente del Valle → Newcastle, £2.8 million, July 2027. The 17-year-old Ecuadorian winger will continue his development at his current club before moving to England. Newcastle has stated they faced significant competition from leading European sides for his signature.
6. Samuel Martinez — Atletico Nacional → Liverpool, £750,000, July 2027. Martinez will join Liverpool once he reaches the required age. The midfielder played in all matches of Colombia's victorious U17 South American Championship, providing an assist in the final against Argentina, which ended 4-0.
7. Andria Bartishvili — Kolkheti → Arsenal, £3.8 million, July 2027. The Georgian has drawn comparisons to Khvicha Kvaratskhelia. Before moving to England, Bartishvili will continue to gain game time on loan at Iberia 1999, including in the Conference League.
8. Edwin and Holger Quintero — Independiente del Valle → Arsenal, £9 million, August 2027. Arsenal has agreed to sign the twin brothers from Ecuador, with Edwin playing as a left-footed attacker on the right and Holger being a right-footed midfielder. Both will sign five-year contracts.
9. Kavan Sullivan — Philadelphia Union → Manchester City, £3.8 million, January 2028. Sullivan signed a record contract for a youth player at the club while just 14 years old, stipulating a future transfer to Manchester City upon turning 18. The young midfielder also attracted interest from Real Madrid, Bayern Munich, and Borussia Dortmund.
10. Sidi Barama Ndiaye — Diambars → Liverpool, £1 million, January 2028. The Senegalese forward is capable of playing on either flank and has already trained with Liverpool, appearing in several matches for the U18 side, although he can only officially join once he turns 18.
11. Dayner Ordonez — Independiente del Valle → Chelsea, fee undisclosed, January 2028. The 16-year-old centre-back has already secured a future move to Chelsea, with the fee and contract length yet to be revealed. Ordonez will be able to move to England in the first transfer window after he turns 18, with interest from Liverpool also noted.
