Atletico mentioned Alvarez during their talks with Chelsea, and it was actually the Madrid side who broached the subject. Therefore, we can't yet say that the Blues have expressed an interest or made any official bid.
We understand that if Alvarez is prepared to consider a move to Arsenal, then they would be the ones likely to act. However, various options will emerge as the transfer window draws to a close.
